Under "preferences -> editing -> common" (or somewhere there - sry, my system is in german) I've selected "Mail forward: EMBEDDED".
When I create a filter now with the action "Forward Mail to: xyz@xyz.com" the mail will be forwarded as an APPEND, and not embedded.

Reproducible: Always

Steps to Reproduce:
1. Set preferences -> editing -> common to "Mail forward: EMBEDDED"
2. Create a filter with the action "Forward Mail to: xyz@xyz.com"
3. Run that filter
Actual Results:  
a mail to xyz@xyz.com will be created with the original mail APPENDED

Expected Results:  
the mail to xyz@xyz.com should contain the original mail embedded.

These forwarded mails are unreadable by most mobile-phones and on some (windows-)mail-clients.
