529388 - Enable forums on mobile.sumo

Filing a bug to track all the steps needed to enable forums on mobile.sumo.

Here's what needs doing:

1) Delete existing forums.  (The empty schema had some details for forums that no longer existed so I've cleaned those up.)
2) Create new forum (it will be numbered #5) https://mobile.support.mozilla.com/tiki-admin_forums.php?locale=en-US
3) Set forum admin settings to match prod on SUMO https://mobile.support.mozilla.com/tiki-admin.php?locale=en-US&page=forums

These have been done on stage: https://mobile.support-stage.mozilla.org/tiki-view_forum.php?locale=en-US&forumId=5 so you can check it out there.

4) Change the Ask a question page to point to the new forum. 
5) Make any interested and qualified people from the Mobile team or community forum moderators

I'll do these if the new forum looks good.

Posts with no replies never worked before 1.4 and so wouldn't work here.  That's probably OK for now.

Filed bug 535910 for the "this answer solved my problem" bug.
