Select menus overlap the boundries of the browser window.

Reproducible: Always
Steps to Reproduce:
1.go to a web page with a select menu with many items.
2. go down half the page, but not all the way on the page.
3. open the selct menu

Actual Results: Select menus overlap the boundries of the browser window.

Expected Results: The bottom of the select menu, should stop at when it hits
the boundary of the display area. The scroll bar on the select menu should be
used to display the remaining select items.

Gecko/20000915.

I don't mind the "bug" myself however. I rather like it?
