Details
The link tag to embed CSS files within an HTM doc does not seem to work.
I think this is a similar problem to that report for the XUL component and
appears to have been a problem since the first release of Navigator 4.0

There are known issues with Netscape 4 and external style sheets:
http://css.nu/pointers/bugs.html (first bug listed under Netscape 4)... It is
usually worse when you have a fast connection or are working on a local copy,
with large css files, and with css files that have bugs.
invalid bug report - please ignore - problem seems to be related to hidden
chars in css file - possibly caused by line breaks - seems mozilla is less
tolerant
