To reproduce, hover over the r? dropdown and read the title text. Adding a screenshot so I don't have to type it. :)
More stuff: I just added the attachment to this bug and the title text on this page is different than my screenshot. Maybe it differs per-product? Neither of them make sense though.

Admin issue, that's the admin-set text when the flag was created. Probably timeless I'm assuming.

Text has been fixed to be more appropriate. Closing this stalled bug. Reopen if my choice of wording is not valid.
