I think Firefox should include the ability to tag bookmarks into tag folders/nested tags. In the tag entry of the bookmark dialog you could then for example enter the name of the tag folder followed by a semicolon (or colon) and then the tags you want to be there ('tag folder 1'; 'tag 1', 'tag 2' etc.)

I don't think this should be part of the core experience, it sounds too complex and expensive for the benefit.
