After selecting "File a Bug", the next screen's icons should be part of the links. But they are inactive. Only the words are active links.
Reproducible: Always
Steps to Reproduce:
1.Go to bugzilla.mozilla.org
2.Select the "File a Bug" icon.
3.Next page lists categories. Select an icon. Nothing happens.
Actual Results:
Nothing happens because the icons are not part of the active links.
Expected Results:
The icons should be part of the active links.
