In the Modern theme, if the "Zoom only text instead of full pages" option is unchecked, the vertical and horizontal scrollbars zoom as though they were images in the content of the page.

Reproducible: Always

Steps to Reproduce:
1. Use the Modern theme.
2. Make sure that the "Zoom only text instead of full pages" option is unchecked.
3. Press Ctrl-- or Ctrl-+ or use Ctrl-Scrollwheel to zoom the page.
Actual Results:  
The vertical and horizontal scrollbars on the page zoom in or out.

Expected Results:  
The scrollbars should remain a constant size.

Actually, that was filed as bug 512203 for SeaMonkey before, which resolved as a duplicate of Core bug 401213, thus duping (XUL issue).
