Dragging an html file onto the SeaMonkey icon in the dock does not open that file - instead, a new window with the default "home" file opens.

Reproducible: Always

Steps to Reproduce:
1. Drag any html file onto SeaMonkey icon in dock
2.
3.
Actual Results:  
New Navigator window with default "Home" opens, not the file

Expected Results:  
Open the file like all Mac software
Looks related to bug 521699.
But I'll confirm this since I see it too.

This only happens when you have SeaMonkey up and running, right? In that case it's a dupe of bug 521699
