AMO Editors are the ones most familiar with the feature and code policies that are in place, so it makes sense that we're the ones "owning" the validation help page.

It'd be great that we had a way to edit this page without having to go through the whole process of filing a bug and waiting for an AMO version push, but I guess that this page can't be edited like a wiki.

Is this a static page in the AMO source? Is there any way to streamline this process?

It's a static page in the AMO source: http://viewvc.svn.mozilla.org/vc/addons/trunk/site/app/locale/en_US/pages/validation.thtml?view=markup

Additionally, it's a localized page so any changes would need to notify localizers as well.
