53253 - Grippy b/n folder and thread pane expands instead of collapses

Build 2000-09-19-05M18: NT4, Linux 6.0

Overview: Change to the alternate 3-pane. Click onto the grippy (aka hot spot) 
between the folder and thread pane. The folder pane expands so that the thread 
pane does not appear which is wrong.

Steps to reproduce:
1. Change mail so it uses the alternate 3-pane
2. Click onto the grippy area between the folder and the thread pane

Actual Results: The folder pane is expanded so much that the thread pane no 
longer appears.

Expected Results: The folder pane should instead collapse so that the thread 
pane is expanded.

This bug needs a very trivial fix that is neccessary in order to make #28520 work.
The fix would be to merely change the collapse attribute to before instead of after.

I'm going to take the P2 on this because of the link with 28520, nsbeta3+.

After reflection, it seems unlikely that this bug blocks 28520.  They may have 
similarities, but the behavior of the grippy should not be related to the focus.

Verified Fixed, selecting the grippy expands and collapses as expected.

Noticed problem with grippy disappearing using the Modern skin (bug# 49708).
