532631 - Tracking bug for setting up Thunderbird 3.1 on 1.9.2 (comm-central plus mozilla-1.9.2 variant)

As discussed in various places, Thunderbird 3.1 will at least start being made from mozilla-1.9.2 (and likely stay there).

We're not in an immediate rush to branch, but we need to start setting up our build infrastructure to accommodate it and getting builds out etc.

This is the tracking bug for what we need to do. Some of it will happen at different times, not all of it can happen immediately.

Filed some bugs already (See deps), more things to think about as time allows/we progress:

- L10n dashboard & moving L10n devs across, I'll probably make this an email thread whilst we talk about the specific details for this.
- AMO will need update for the new trunk version number.
- New repository tracking on mxr (needs to be done before we change any defaults in client.py, if we do).
