We need to get the Thunderbird build structure set up with version changes for TB 3.1 before we can get this one done - I'll file a bug for that later (hence assigning to me for now). Builders need to track comm-central and releases/mozilla-1.9.2. I've not looked at what we need in the mozconfigs, I guess clone the 1.9.1 ones first, and then I'll take a look after.
