We've got everything used by code in one big file. We should at least split the commands and preferences parts out. This also gives us a chance to sort the commands properly (alphabetically) and split out the accesskey into its own property always (compare-locales is anal about this). Ideally strings for code in individual windows (like the Join Channels dialog) should be moved into their own properties matching the DTD for their window.
