Currently, generated template content sets an id on each item. Since, these could be duplicated, especially if multiple templates were used in the same window, this could lead to confusion.

Instead, the ref attribute should be set. This would also enable XUL to fully treat the id as the XML ID type.

This patch looks large, but is mostly a direct replacement of id to ref in tests.
