Certificate: UTF8 coded character (german Umlaut) ü (and probably ö and ä) are not correctly displayed

Reproducible: Always

Steps to Reproduce:
1. open https://www.nuernberger-land.de/ratsinfo/
2. look at name of the certificate displayed before the url in the navigation bar
3. what should be ü (german for ue) is displayed as 'A tilde' and 'One quarter' (ü)


Expected Results:  
The character should be correctly displayed as ü.
Internet Explorer 8.0 and Apple Safary 4.0.4 do display the umlaut ü in the certificate korrectly, Firefox 3.55 and Opera 10.10 don't.

According to http://tools.ietf.org/html/rfc5280#section-4.1.2.6 which points to http://tools.ietf.org/html/rfc5280#section-4.1.2.4 UTF8 coded characters in certificates are allowed.

Accces to the page with the certifacte is working fine. Just the display of the character ü is wrong. So it seems that this is just a issue of displaying a UTF8 character.
Again an improperly encoded certificate. The organizationName is tagged as a TeletexString/T61String, but includes the UTF-8 sequence 0xc3 0xbc for the "ü" character.
