533475 - Improve language for Fennec tab sync page

In the current (new?) model of tab-sync, a user who's installed weave on mobile connects and syncs but still doesn't see any synced tabs until he/she does _another_ sync on the desktop and then again on mobile (this is not a great user-experience, but apparently may be necessary from a overall weave performance perspective).  It also sounds like, for the moment, it's not possible to kick off the required follow-up sync automatically.

If this is going to be the process, then we need to tell people who open the tabs list in fennec what to do next in order to get some synced tabs.

What about text with this meaning (not necessarily this phrasing):  "Sync once more on desktop to get synced tabs."

Also need to have a better message if all tabs from other machines have been opened.

This blocks, since that message is really busted/confusing.  Madhava, can you just give Mardak strings for this?

What do you mean by "all tabs from other machines have been opened"?

For the sync once more on desktop sync, how about this revision:

"Sync again from your desktop computer to begin tab synchronization."

There's various states you can reach the "no tabs synced":
- tabs haven't been synced to the device yet
- other devices haven't synced their tabs
- all remote tabs have been opened, so the list is empty

So - for case (a) - a desktop sync is still required:
"Sync again on your desktop computer to start syncronizing tabs"

case (b) - tabs haven't been synced to the device yet
"Remote tabs not yet synced"

case (c) - other devices haven't synced their tabs
"No remote tabs available for sync"

case (d) all remote tabs have been opened, so empty list
"All remote tabs are open"

Detect if tabs sync is pending or if tabs are all open or there's no tab data to show the appropriate message.
