My outgoing mail server uses port 587 and a TLS connection. It works perfectly under Thunderbird 2.0.0.23. When I upgraded to Thunderbird 3.0 it set "Connection security" to STARTTLS. When I tried to send a message with this setting I got "Login to server <name> failed." I had to set "Connection security" to None to make it work. Building a new profile from scratch did not change the behavior.

Did you use "TLS" or "TLS, if available" in 2.0.0.23? I think the latter is silently upgraded now to STARTTLS during migration to avoid that ambiguity.

I was confused. In Thunderbird 3.0:

I can send a message when Secure Authentication is unchecked, regardless of whether Connection Security is set to STARTTLS or None.

I cannot send a message when Secure Authentication is checked, regardless of the value of Connection Security.

In Thunderbird 2.0.0.23:

I can send a message when Secure Connection is set to TLS. There is no check box marked "Use Secure Authentication".
