define field (and values) description in admin pages and let page.cgi?id=fields.html show the content, so it's linked to own defined values and/or fields

page.cgi?id=fields.html is now a static page.  With bug 529201 this would be a semi-static page.

Anyhow, the description of a field, and the description of the values shown in page.cgi?id=fields.html is not linked with the fields and values defined in admin pages (editvalues, editfields) .

It would be nice if the field description and the description of the used values could be set in the administration page, and that page.cgi?id=fields.html uses this info.

Remark: translation can be an issue here.

Actually, we want to get rid of the field "display names" in the database entirely, except for for the custom fields.

There may be a bug for editing field_descs from the admin interface, though--that's something that could possibly be implemented in the far-ish future.
