If you are downloading an addon and your download is interrupted, the UI remains in a somewhat unusable state.  To recover/restart you must close and restart Fennec.

Brian, can you add more information on how to reproduce this and if you're still seeing this?
I'd guess that one way to repro would be by killing a wireless router during a download over wifi...
