This happens as on non US keyboards in some cases the ^ sign can be combined with a "a" to get â. As the ^ doesn't raise a suitable keydown event (just keycode = 0), you can't print it directly in Bespin. Reproducible: Always
I fixed that bug for german and swiss keyboards, but I'm not sure how it behaves on other keyboards. The trick is, that when you had pressed the ^ key and then type another character later on, a keydown event with keycode = 229 is raised. This one can be detected and used to insert the ^.
