See bug 36089. To fix that bug, we modified the plug-in loading code on the
Macintosh to check both the "plug-ins" directory (for historical consistency
with our previous naming convention on the Mac only) and the "plugins" directory
(which had been created by mistake on the Mac, either by a well-meaning person
who was trying to achieve xplat consistency at the expense of backward
compatibility with plug-in installers, or more likely by someone who just wasn't
aware that the directory name had traditionally been different on the Mac).
We should delete the "plugins" directory or, failing that, come up with a smart
way to detect duplicate installations (the same plug-in in both directories) and
Do The Right Thing in those cases, whatever that might be.

It would appear that this has happened somewhere along the line. There is no
longer a "plugins" directory on the Mac install.
