53454 - Mail View and Compose default charset is not displayed at the first time to open the pref window

****observed with win32 2000092005 and linux 2000092008 build *******

At the first to open the preference window, the default charset for mail view and compose is not displayed.

Steps to reproduce:
1. Launch browser.
2. Select Edit | Preferences
3. Go to Message Display / Message Composition under  Mail and Newsgroups 
You'll see the list box for Character Coding shows as a small button. If you click on the arrow on the "button",
the charsets are listed, after you pick up one from the list, the charset selected is displayed alright.
