Details

Darcula keeps getting overwhelmed by database backup/distribution rsync processes. Please change them so we don't run multiple rsyncs at the same time.  The box doesn't have the I/O bandwidth for something like that.  Please limit it to a max of 2 rsyncs at a time.

The backup scripts were not previously using a lockfile, and if they took longer than an hour (how often they run) they'd pile up.

There were also a bunch of different scripts, all mostly similar except for which hosts they pushed to and which databases they pushed.

These have now all been consolidated into a single script file which sets a lockfile and won't run if it's already running, and uses config files to get the list of databases to push for each host.
