STR:
1. Start a big old kinetic pan
2. Click on something outside content area

Unexpected result: checkerboarding that doesn't go away.

Here's a fix.  We would call dragStop appropriately when kinetic panning was finished, but not on the right scroll interface!  I also commented out a codepath that isn't being hit at all, but could be dangerous if it were.
