What are your privacy settings? Do you have Firefox clearing the cache on exit?
Mozilla/5.0 (Windows; U; Windows NT 6.0; en-US; rv:1.9.2b6pre) Gecko/20091215 Namoroka/3.6b6pre I'm not able to reproduce this.
You are always starting Firefox in a private browsing session. Per the kb (http://support.mozilla.com/en-US/kb/Private+Browsing?bl=n&s=private%20browsing#What_Private_Browsing_will_not_retain) private browsing doesn't retain cache data. Favicons would be stored in the cache, so therefore they will not be retained.
