Reproducible: Always

Steps to Reproduce:
1.install TB3 in vista x64
2.click File > new > email account
Actual Results:  
nothing happened!

Expected Results:  
show me the Wizard

Yes, KIS 9.0.0.463
Your issue is related to Kaspersky antivirus spam filter and is a dupe of bug #533692.
