When I upgraded to TB3, I selected All Folders mode instead of Smart Folders mode (just made more sense with the accounts I have set up). I also customized the toolbar, adding "Delete" and "Junk" buttons. It happens that I have two shortcuts to Thunderbird, one that opens TB normally and another that opens it in Safe Mode. When I open TB normally, I get the All Folders view and my customized tool bar. When I open in Safe Mode, I get Smart Folders and no tool bar customizations, even after making the same changes in Safe Mode.

Steps to Reproduce:
1. Open TB normally, change from Smart Folders to All Folders, customize tool bar
2. Close TB and reopen in Safe Mode
3. TB is in All Folders mode and tool bar lacks customizations
Expected Results:
Smart Folder/All Folders setting and tool bar customizations should apply to both standard and safe mode.
Perhaps there is some reason to not allow "All Folders" or tool bar customization in Safe Mode. If so, I'd be interested in what it is. Otherwise, these settings should apply to both regular and safe mode, I believe.

Safe mode's purpose is to let you recover from broken prefs and a corrupted localstore.rdf, so it doesn't load anything where we might store your toolbar customization or choice of folderpane.
