Details

When I am typing in a form, if I push C-l, it ought to recenter like Emacs
does, and when I'm typing or tabbing through a form, it ought to recenter also
to keep the cursor visible without needing to use the scrollbars.

If you are typing in an HTML form and the bottom of the form is out ov view the
page does scroll into view as your typing moves to the first line offscreen.  Is
this waht you are talkin gabout? If so, it already does that, try it with this
comment box in the bug report.
the page does scroll to keep typin area in the text field within view tested
win32, linux and mac 10/02 mozilla trunk builds.  Ctrl+L is Open Web Location.
