536522 - Unthrottle 3.0.16 on beta channel (and setup 3.0.17 throttling)

Firefox 3.0.17 is set to go to the beta channel Wednesday morning, replacing the throttled major update to 3.5.6. And when 3.0.17 ships we'll also put in a 3.0.17 -> 3.5.7 major update that should be throttled at first.

Mike, how does this look to you ? It worked for me when I tried it on aus2-staging but I'm not sure how to run your compliance tests. 

If it's OK could I ask you to land it and do the tagging ? joduinn will be pushing the new snippets onto the beta channel, and after that he can file the IT bug to update aus2.m.o (eg bug 524876).

(When 3.0.17 ships in for realz in January we'll have to update this again to remove all 3.0.16 throttling.)
