The 'download' toolbarbutton should get 'checked' status and also close the window.

Details

The history and bookmarks toolbarbuttons get 'checked' status when they are activated, and when unchecked they close the corresponding panel. 
It would be nice if the download button behaves in the same way:
1. become checked when the download window is opened.
2. when clicked when checked, close the download window.
3. when the download window is closed, uncheck the download button.

This makes it easier to close the downloads window, and easier to see whether the download window is open (but hidden somewhere).
