don't fire transitionend events when transitions complete on pseudo-elements
Per: http://lists.w3.org/Archives/Public/www-style/2009Dec/0311.html http://lists.w3.org/Archives/Public/www-style/2009Dec/0315.html we should stop firing transitionend events when transitions complete on pseudo-elements.
When I originally wrote this patch, I was puzzled as to why the test didn't fail without the patch (and left it in my patch queue with a comment suggesting I figure out why). The reason it didn't fail without the patch is bug 555627; with the patch there it does, and this patch is proven to be needed.
