3.0.16 ships today, so we need to remove all throttling for 3.0.16.

Lets try that again ...
 3.0.17 ships today, so we need to remove all throttling for 3.0.16.

This patch to be deployed after we push the 3.0.16 -> 3.0.17 snippets (overwriting the 3.0.16 -> 3.5.x MU).

The first patch was incomplete, only removing the exceptions. This is better.

Ok, so this looks right syntax-wise.  What this will do is unthrottle 3.0.16 and point them all to 3.0.17.  Agree, better.  :)

done

Tagged all of aus/ with AUS2_RTM_201001051450, and moved AUS2_PRODUCTION on xml/inc/config-dist.php to rev 1.59.
