scrollbars for SELECT MULTIPLE form inputs with less options than rows displayed
show a tiny scrollbar, when it should be taking up the whole height of the
control

Reproducible: Always
Steps to Reproduce:
1. load a page with a SELECT MULTIPLE control
2. look at the scrollbars

Actual Results:  scrollbars are very small

Expected Results:  scrollbars should take up the entire vertical space of the
control

This looks like a problem with html content only.  Has this problem with scrollbars been 
seen in the chrome or just in html content?  CSS for html content in not in the Theme so 
we would have to move this bug.

i have only seen this bug for html content, not for scrollbars in other parts of
the chrome.

I'm seeing this on both Modern and Classic skins in build 2000120808 Linux. It's
present in the CC list at the top of this bug report, since the scrollbar should
fill the vertical space entirely, leaving no room to move up or down in. Right
now leads the user to believe that there may be (much) more content below the
viewable area.

If we can confirm that this is not a themes issue (I think I just did?), then
perhaps this really is a dup of bug 45731. I also concur that it's only
affecting web pages AFAICT.

This bug could lead to other bug reports being filed saying that the scrollbar
doesn't move.
