This may just be my setup, but when I upgraded from 3.2 to 3.4, I noticed the bug creation event (EVT_BUG_CREATED) was set to 0 for all relationships. This means all users no longer got emails for new bugs unless they manually updated their settings. I think the default should be set to 1 for all relationships tied to bug creation.
EVT_BUG_CREATED is only a subset of normal changes. So you will still get bugmail as usual. Not a bug.

Agreed (with Albert). This would be a one-line-or-so change to Bugzilla::Install::DB.
Bugzilla 3.4 is very EOL, so marking as WONTFIX.
