53844 - Once you tab out of the url bar, you can't ever tab back in

- launch 9/22/00 build, modern skin
- load about: blank
- put cursor in url bar
- hit tab
- keep hitting tab...cursor never re-appears in the url bar

this was a wonderful feature of 4.x and every other webbrowser so that you could 
navigate with the keyboard. now the mouse is _required_.

this is only modern, and if you hit tab about 50 times, it does come back. looks
like all the toolbar buttons are getting focus but not showing it.

don't tell me this is by design, please!

Focus in modern skin is totally whacked. Hangas/hewitt know about this. This also 
totally breaks composer's style buttons.

This is dependent on 53847.  With the fix for 53847 in my build, this bug goes 
away.

wierd, on 2nd TAB, I am back in the urlbar, even though there are a lot of
elements that are never "tabbed" on too. Is this a seperate bug?
