538520 - Order "enough" winmo devices

This is dependent on test dev:

* deciding on a handset
* verifying that the handset is imageable
* verifying that the handset is acceptable for automated tests

The full winmo deliverable from test dev is due at the end of February, but I'm hoping we can order these devices the week of February 1 so we can get them by March.

In mobile meeting today, blassey pointed us to https://wiki.mozilla.org/Mobile/Devices#Windows_Mobile and *thinks* that the Acer NeoTouch might be the device of choice. 

After the meeting, blassey lent one device to bobmoss to start exploring. Stay tuned.

Yep, and after using the device for two days we found that it is a far far better device to work with than the old HTC Touch * series of phones.  We are ordering two of these in bug 547033, you're welcome to check them out when they get in.

We're going to use Stuart's spreadsheet to track what coverage is needed on what branch, and hence, how many machines are "enough" to meet demand with ~25% spare for bustages.
