creating a new tab (ctrl + t) doesn't work

Why do I have to click on the page body before this keyboard command works? Why can I not click on the tab (the title)? I have to always look for empty space on a page body to click on before I can open a new tab in this way.

Reproducible: Always

Steps to Reproduce:
1.have a page open
2.click on the page tab
3.press ctrl+t and be disappointed that it does not open a new tab



it should open a new tab

Sounds like a plugin such as flash has focus, bug 78414
Reporter, is there a plugin that has focus when you try to open a new tab?
Reporter, are you still seeing this issue with Firefox 3.6.13 or later in safe mode? If not, please close. These links can help you in your testing.
