Forwarding a message claims to be attaching something even when the message has no attachments.
Forwarding a message with pictures in-line does not display the pictures in the forwarded message display. It shows place holders but no pictures.

Reproducible: Always

Steps to Reproduce:
1.Click forward
2.Note what is shown in the message window
3.
Actual Results:  
the message in the window is not the same as the original message

Expected Results:  
The forwarded message should show the header and then be identical to the original message.
If there is no attachment in the original message it should not claim that an attachment is being added.

Does the message that your are forwarding contain blocked content (e.g. images) that you aren't viewing when you view the message before forwarding it?

The original message contains pictures which are visible but the message to  be forwarded contains only blocks with a small, place marker, icon in the top left corner but no pictures.

I normally forward inline. Note the message in question did not have attachments. The pictures were in line in that message.

I have the same issue.  I have tried forwarding as an attachment and the pictures from the original email are not in the attachment.  I have also tried to edit the message as new.  I change the To: field and scroll down to verify the pictures are still in the message.  When I send it, the message is received without the pictures.  Would you like me to send you an email with pictures so you can try forwarding to yourself?  Just send me your email address and I'll get someone to send it to you.  I am [e-mail]

if you no longer see problem on newer release, please change resolution to WORKSFORME.
if you do see the problem on newer release, please update the bug with details.
