Right now, we trust the OS settings for how mailto: links should be handled. However, people increasingly use webmail clients, so even if the OS has set up a handler for mailto:, it's increasingly the wrong mail client. The easiest way to handle this is to ask on the first mailto: click, similar in spirit to what we do for RSS feeds.
I was going to create an enhancement request with exactly this wording :)
Any chance for this change to get on a todo list? Default mail client is still opened on first mailto link in 9.0a1 (2011-09-01)
