Gloda indexes shared/public folders.  When introducing prioritization and non-indexed folders I had initially forbidden this, but bug 527836 made this a problem for our unit tests (because everything was showing up as public) and the lack of previous reports of this being a problem I left public folders indexed.  

Since that bug is now fixed and we are seeing serious disk usage absurdity in Thunderbird installations with large numbers of users with sizable public folders, it makes sense to disable indexing of Public folders (by default).  When we implement UI to control what is indexed we should consider letting users opt these folders in.
