539806 - Create new Talos test suite: re-enable Xres collection during linux tp4 runs

Was disabled after it was found to leave a zombie talos process, meaning that talos wouldn't complete and talos slaves would end up in a hung state.

Disabled in bug 539135.

Moving this bug to Testing:General for suite development, as requested by bmoss, ctalbert. 

Once this new suite is developed, please file a separate bug in
mozilla.org/ReleaseEngineering to enable running the new suite on builds
automatically.

This was disabled due to non-threadsafe subprocess behavior in python - will be
unblocked by bug 571319.
