Turned off caret browsing, changed all scrolling options one by one, nothing enables this feature which used to work fine.  Disabled all add-ons and security software; still no change.  

Reproducible: Always

Steps to Reproduce:
1.left click once on web page
2.hit pg up or pg down key
3.nothing happens
4. (same if no left click on web page to make sure it's in that mode)
Actual Results:  
Nothing happens.

Expected Results:  
Should page up or down according to which key you are hitting

Checked bug database, all similar seem to be for prior versions and dependent upon other variables or fixable via means I have already tried.

Maybe you enabled caret browser accidentally? Press f7 to switch on and off.

Sorry M, must have overread that you already tried F7. Page up and down keys work fine for me.
Please try more basic troubleshooting, like creating a new profile and reinstalling Firefox.

Ok I found it - light which indicates num lock status must not be working - as i hit NumLk and problem is resolved..
