Kyle, can you verify that it is fixed with Firefox 3.6.2?
No.  I don't think we ever had an actual test case for this.
Move the cursor over plug-ins, turn your mouse wheel, then, if its ancestor is scrolled, you verify this fix.

Note that some plug-ins can consume the wheel messages, then, you cannot scroll any scrollable element.
The issue is still present on the following page http://www.youtube.com/watch?v=FEm8PZ_lUh8 .

You don't need to file the bug because plug-in eats the message.
