Build Id:
Mozilla/5.0 (X11; U; Linux armv7l; Nokia N900; en-US; rv:1.9.2pre) Gecko/20100119 Firefox/3.6pre Fennec/1.1a1pre

and

Mozilla/5.0 (X11; U; Linux armv6l; Nokia N8xx; en-US; rv:1.9.3a1pre) Gecko/20100119 Firefox/3.7a1pre Fennec/1.1a1pre

Steps to Reproduce:
1. Go to www.google.com/news
2. Pan down to a link
3. Ctrl+click on a link to open it as a tab in the background
4. Start panning back up to the top of the page in the current tab

Actual Results:
Panning is choppy/jumpy

Expected Results:
Panning should be smooth as the content being panned to has already been loaded and the page load happening in the background is not active and, thus, should not be negatively affecting the user's experience with the current tab.
Not an easy fix for this now. Loading a page happens in the main UI thread, and most of the time spent loading is not actually rendering content.
