No warning message is displayed when leaving an encrypted page, wherein a warning message should be displayed.

Reproducible: Always

Steps to Reproduce:
1. Open the Preferences window on Mac : Firefox > Preferences
2. Click on the Security tab
3. Click on the Settings button in the Warning Messages section
4. Uncheck any and all the checkboxes
5. Check the box "I leave an encrypted page for one that isn't encrypted."
6. Close the Preferences window
7. Navigate to https://www.verisign.com
8. Click 'OK' if a warning appears
9. Navigate to http://www.verisign.com

Actual Results:  
Click on 'OK' button for the warning when loading the url in step 7 for first time. 
No warning message is displayed when reloading the url again in step 9.

Expected Results:  
1. A security warning should appear: "You are about to leave an encrypted page. 
   Information you send or receive from now on could easily be read by a third 
   party."
2. After clicking 'OK' on the warning, the web page should load.
