After upgrading from Firefox v3.5.7 to v3.6 the exception list located in "Firefox Preferences/Security/Passwords/Exceptions" is wiped out. Upon visiting a new password site such at Gmail, and being prompted by Firefox with "Do you want Firefox to remember the password for <user> on google.com?", and choosing "Never for This Site", the site is added to the exception list. However, as soon as Firefox is closed and reopened, the exception list is blank once again.
Reproducible: Always
Steps to Reproduce:
1. Start with a version of Firefox v3.5.7 that has the exception list populated.
2. Upgrade to v3.6 of Firefox
3. Upon opening the browser after the upgrade, the exception list will be empty.
4. Add a new item to the exception list by visiting a password prompted site, and choosing to never remember the password.
5. Verify the existence of the exception that was just added.
6. Close and reopen the browser.
7. The exception list will now be empty.
Actual Results:
The exception list is never retained.
Expected Results:
Retain the site added to the exception list

Thank you for the comment Tyler Downer. However, further testing of this has found that clearing Firefox history when closing the browser is what causes the exception list to be cleared.
I've since downgraded back to Firefox v3.5.7 until this can be resolved in the code.

Are you in private browsing? Or are you clearing the site preferences? If so, that is intended behavior.
Tyler, thank you for the feedback. I have confirmed that it happens due to clearing "Site Preferences". I wasn't aware of this change from v3.5.7 to v3.6, so I expected it was a bug with the software. I am not using private browsing, but I have a thorough habit before closing Firefox of using "Tools/Clear Recent History/Time Range to Clear:Everything/Details:All boxes checked". This is a habit I have conformed to even though I have "Firefox Preferences/Privacy/Clear history when Firefox closes:checked including all the boxes under settings for this feature checked with the exception of saved passwords. This of course has always included site preferences in both areas.
As the exception list was not being cleared in v3.5.7 with "Site Preferences" checked in both of the areas mentioned above, it was an unexpected surprise for it to be suddenly cleared in v3.6.
In closing, if this is indeed a new feature for v3.6, then I will adjust my settings accordingly, and I apologize for the confusion. As I stated, Firefox v3.5.7 and earlier didn't behave as such.
I have moved back to v3.5.7 and verified this, in addition to moving back to v3.6 once more and verifying your statement of this being an intended behavior.
Thank you for your help, and for clarifying this for me. I hope based on the additional information I have provided that you have been able to understand my confusion concerning this feature.

This is a deliberate change from bug 474792.
