This bug is dependent on Seamonkey bug# 27187

Steps:

1. Install latest Seamonkey to clean machine. (no Communicator, remove .htm and 
.html associations in win registry)
2. Install latest Netscape CCK
3. Select any of the help or feedback buttons in the CCK Tool

Results:

Seamonkey will not make associations to .htm or .html

This causes the Feedback and Help buttons to appear to not work since they are 
unable to display the pages.

This appears to be fixed in Seamonkey.  I will close this bug once Grace marks 
hers Verified Fixed.

Seamonkey asks end users to use itself as the default browser for reading HTML
files.  If the end user says yes, everything works fine.
