542097 - Test Pilot UI: Implement new menu task bar icon menu items

User studies show that the task bar menu causes more problems than it solves.  The tasks and links currently included in that menu should instead be consolidated onto the All Tests page, which becomes the single hub of user interaction with Test Pilot.  Clicking the task bar icon should simply take you straight to the All Tests page.

Change of plans: instead of getting rid of the menu, we'll be altering it to match the new UI design done by Jinghua and Alex Faaborg: http://people.mozilla.com/~faaborg/files/labs/testPilot-i1.png

Top level of menu = two items:
 * Notification settings -> Submenu with check boxes for "notify on test ready to submit", "notify on new test", "notify on results available".
 * Studies (go straight to All Studies page)
