For the Lao word "F+O+N" (rain, &#3741;&#3771;&#3737;), Firefox displays as "F+Y+N". &#3771 should go OVER the preceeding character. If the first character is 0E94, 0E95, 0E97, or 0E99 it displays correctly. If the character is 0E9B or 0E9D it displays incorrectly. The <meta> tag says charset=UTF-8; the bug occurs whether the characters are actual UTF-8 text in the HTML file or encoded as &#....

Steps to Reproduce:
1. meta tag says UTF-8
2. characters &#3741;&#3771;&#3737; in the file
3. Displays middle character wrong
Actual Results:  
Is wrong: Lao F plus Lao N with the Lao "Y" consonant in between them.

Expected Results:  
Correct: Lao F plus Lao N with the Lao "O" vowel over the F.

Ubuntu Linux 8.04 LTS with Firefox 3.6 for testing. kate displays correctly, OpenOffice.org displays correctly, Opera 9.63 displays this correctly.
